Reston P&Z Decision re: DP 2010-HM-008, RBP & M, LLC, Section 913, LP and Bozzuto Development Company

Project Location: South of Sunset Hills Road, north of the Dulles Toll Road, West of Wiehle Avenue and east of Metro Center Drive

Project Description: A rezoning of 5.51 acres from the I-4 district to the PRM district to permit the development of 417,257 gsf With up to 421 multi-family dwelling units and up to 10,000 square feet of support retail uses in which the existing 30,608 square foot office building on the Section 913 property will remain.

Review Dates: July 12, 2010; November 19, 2012; January 28, 2013; and February 25, 2013

Conditions of Approval:

l. Proffer 6 be revised as follows: The Applicant shall develop a minimum of 3,500 square feet of Secondary Uses, provided, however, that the Applicant may convert such Secondary Use space to amenity space for residents of the building (such as, but not limited to, a fitness center, business center, or community room) if the Applicant is unable to lease the Secondary Use space for Secondary Uses within 730 days of the issuance of Residential Use Permits (“RUPs”) for fifty percent (50%) or more of the Residential Units shown 0n the flnal site plan.

2. The applicant shall continue discussions With Reston Association with the goal of coming to an agreement on having all residents of the proposed residential building becoming members of the Reston Association.

3. Proffer 27 to be revised as follows: Prior to the issuance of the first RUP for the Proposed Development, the Applicant shall contribute $1,786 per Residential Unit to the Fairfax County Park Authority for public parks in Reston.

Notes: Discussion at the meeting in which the final vote occurred centered on providing additional Workforce dwelling units in the residential building; providing additional transportation improvements on Metro Center Drive; and providing a contribution towards pedestrian improvements and the undergrounding of utility lines along Sunset Hills Road.
